Authorizes the City of Gautier governing authorities to permit golf carts and low-speed vehicles on public roads and streets with speed limits of 25 miles per hour or less through ordinance.

Requires operators to possess a valid driver's license and proof of insurance, and to comply with Mississippi traffic laws under Section 63-15-1 et seq.

Prohibits operation on interstate highways and highways designated in the city's comprehensive plan, except for crossing them via the shortest route; requires operation in outside lanes on multi-lane streets.

Requires registration of golf carts and low-speed vehicles with the city through a registration decal system valid for the duration of ownership.

Authorizes the city to establish and collect registration fees by ordinance, with fees deposited into the municipal general fund.
