Creates the Mississippi Back to Business Liability Assurance Act to provide civil liability protections during the COVID-19 State of Emergency declared March 14, 2020.

Grants immunity from civil suit to premises owners and occupants who attempt in good faith to follow public health guidance, except in cases of actual malice or willful/intentional misconduct.

Provides immunity from civil damages to persons who design, manufacture, label, sell, distribute, or donate qualified products (personal protective equipment, medical devices, medications, and COVID-19 tests) in response to COVID-19, unless actual malice or willful/intentional misconduct is proven by clear and convincing evidence.

Grants immunity to persons who manufacture cleaning/disinfecting supplies or personal protective equipment outside their ordinary business in response to COVID-19, with same exceptions for actual malice or willful/intentional misconduct.

Establishes a two-year statute of limitations for COVID-19 injury lawsuits and does not affect workers' compensation law or other existing immunities and defenses.
