Appropriates $65,000,000 from the Local Government Coronavirus Reimbursement Relief Fund to the Department of Finance and Administration for the period July 1, 2020 through December 30, 2020.

Establishes the Local Government Coronavirus Reimbursement Relief Program to address public health emergency expenses related to COVID-19.

Requires the Department of Finance and Administration to certify that all expenditures comply with United States Department of the Treasury guidelines for the federal Coronavirus Relief Fund under the CARES Act.

Funds are to be paid by the State Treasurer upon warrants issued by the State Fiscal Officer in accordance with law.

Takes effect July 1, 2020.
