Appropriates $1,000,000 from the Budget Contingency Fund to the Secretary of State for election-related expenses from July 1, 2020 through December 30, 2020, in accordance with the federal CARES Act.

Allocates $254,875 to hire 2,039 additional poll managers statewide at $125 per day to assist with disinfection, social distancing, curbside voting, and PPE distribution at polling places during the COVID-19 emergency.

Allocates $745,125 to county boards of supervisors based on population for other election-related expenses compliant with CARES Act guidelines and the Coronavirus Relief Fund.

Requires the Secretary of State to determine that all fund requests are for necessary COVID-19 related expenditures and that recipients have not received reimbursement from other sources before disbursing funds.

Any unexpended funds remaining on December 1, 2020 shall be transferred to the Unemployment Compensation Fund; requires compliance with federal Single Audit Act and Uniform Guidance requirements.
