Appropriates $100,000,000 from the "Postsecondary Education COVID-19 Mitigation Relief Grant Fund" to the Department of Finance and Administration to administer the COVID-19 mitigation relief program for postsecondary education institutions.

Appropriates $10,000,000 from the "Independent Schools' COVID-19 Assistance Grant Fund" to the Mississippi Development Authority to administer the COVID-19 assistance grant program for independent schools.

Requires agencies to determine that reimbursements are for necessary COVID-19-related expenditures under federal CARES Act guidelines and that recipients have not received reimbursement from other sources before disbursing funds.

Mandates agencies certify all expenditures comply with U.S. Department of Treasury guidelines for the Coronavirus Relief Fund and requires repayment to the state if federal audits determine improper use of funds.

Effective July 1, 2020, with funds to be disbursed through December 30, 2020.
