Appropriates $70,000,000 from the Budget Contingency Fund to the Mississippi Emergency Management Agency's COVID-19 Fund for reimbursing counties and municipalities for eligible COVID-19 pandemic response expenses, effective July 1 through December 30, 2020.

Limits Mississippi Emergency Management Agency administrative costs to $500,000 of the total appropriation.

Requires the agency to verify that reimbursed expenses are necessary expenditures under the federal CARES Act Section 601(d) and that recipients have not received reimbursement from other sources before disbursing funds.

Mandates compliance with federal Single Audit Act requirements and Uniform Guidance standards for internal controls, subrecipient monitoring, and audit requirements.

Requires the agency and recipients to repay the State of Mississippi any funds determined by federal inspectors general to have been improperly expended, with the State using repayments to reimburse the federal government.
