Appropriates $2,094,531.00 from the State General Fund for Public Utilities Staff expenses for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Appropriates an additional $375,000.00 from the Public Utilities Application Fund, collected through Senate Bill 3046 for the "Mississippi electric Cooperatives Broadband COVID-19 Grant Program" and "COVID-19 Broadband Provider Grant Program."

Authorizes 27 permanent full-time positions for the Public Utilities Staff.

Restricts salary increases and personnel actions unless approved by the State Personnel Board, and prohibits exceeding Fiscal Year 2021 personal services appropriations when annualized without legislative authorization.

Requires the agency to maintain accounting and personnel records in the same format and level of detail as Fiscal Year 2020 and submit budget requests in comparable format.
