Appropriates $10,000,000 from the Budget Contingency Fund to the Wireless Communication Commission for critical upgrades to the Mississippi Wireless Information Network (MSWIN) to support emergency responder communications with hospitals during the COVID-19 pandemic.

Funds must comply with Section 5001 of the federal CARES Act and Treasury Department guidelines for necessary expenditures related to the COVID-19 public health emergency.

Requires the agency to verify that reimbursements are for necessary COVID-19 related expenses and that recipients have not received duplicate reimbursement from other sources before disbursing funds.

Mandates compliance with federal Single Audit Act requirements and Uniform Guidance standards for internal controls, subrecipient monitoring, and audit requirements.

Requires the agency to certify all expenditures comply with Treasury Department guidelines for Coronavirus Relief Fund use, with agencies responsible for repaying any funds determined by federal inspectors general to have been improperly spent.
