Appropriates $4,000,000 from the Budget Contingency Fund to the State Department of Health for reimbursing Mississippi licensed specialty hospitals for necessary expenditures incurred due to the COVID-19 public health emergency.

Reimbursement amounts determined by formula based on number of licensed beds, with each hospital receiving either the formula amount or actual documented expenses, whichever is less.

Requires specialty hospitals to submit monthly reports detailing allowable COVID-19 related expenses as a condition of receiving funds.

Allows the Department of Health to retain up to $60,000 for administrative costs of implementing the reimbursement program.

Requires all fund disbursements to comply with federal CARES Act guidelines and Single Audit Act requirements, with recipients liable for repayment if funds are determined to have been used improperly.
