Absentee ballots cast by mail must be received by 5:00 p.m. the day before election; ballots cast in person at registrar's office must be cast by noon on Saturday before Tuesday elections or equivalent timing for other election days.

Any votes cast by absentee ballot, whether by mail or in person, are final and cannot be changed; voters who cast absentee ballots are prohibited from appearing in person on election day to vote.

Registrars must provide election managers with a list of absentee voters before polls open; any person on the list who appears to vote in person shall not be allowed to vote.

Secretary of State shall promulgate rules and regulations to ensure absentee votes are final and prevent voters who cast absentee ballots from voting at polling places on election day.

Act takes effect July 1, 2020.
