Amends Section 77-5-221 to change board of directors elections for electric power associations from three-year terms to four-year terms, with elections held the first Tuesday after the first Monday in November beginning July 1, 2020, and every four years thereafter, conducted similarly to public school board elections.

Brings forward Sections 77-5-201 through 77-5-259 of the Electric Power Association Law for comprehensive review and possible amendment, establishing the complete statutory framework governing electric power associations in Mississippi.

Establishes special provisions for generation and transmission (G&T) cooperatives, including board composition requirements with two directors from each member cooperative plus up to three at-large directors, and limits Mississippi Public Service Commission jurisdiction over G&T cooperatives to specific regulatory sections.

Clarifies that corporations regulated by the Tennessee Valley Authority are exempt from Mississippi Public Service Commission regulation regarding operations, facilities, services, and rates that fall under TVA jurisdiction.

Establishes a six-year statute of limitations for billing error claims and requires electric power associations to submit annual financial and compliance audits to the Mississippi Public Service Commission.
