Establishes a statewide special election on November 3, 2020, to determine whether voters want to remove the Confederate Battle emblem from Mississippi's official state flag.

If a majority votes "Yes," creates a 17-member Commission to Redesign the Mississippi State Flag, composed of 3 House members, 3 Senate members, and 11 members appointed by the Governor, including educators, high school students, and representatives from various organizations.

Requires the redesign commission to submit a new flag design to the Governor and Legislature by January 1, 2022, with the explicit requirement that the new design shall not include the Confederate Battle Flag.

Places the costs of printing ballots and administering the special election on the state, while all other election costs are borne by individual counties.

Amends Mississippi election code to clarify that the special flag referendum ballot provisions supersede standard ballot printing and distribution procedures.
