Creates a grant program administered by the Department of Public Safety to assist municipalities with populations of 5,000 or less in acquiring and installing security cameras and surveillance equipment.

Establishes the "Small Municipalities Security Cameras and Equipment Fund" in the State Treasury to hold grant funds, with unexpended amounts not lapsing at fiscal year end.

Limits individual grants to a maximum of 75% of project costs and $30,000 per municipality per calendar year.

Authorizes issuance of $5,000,000 in state general obligation bonds to fund the grant program, with all bonds to be issued by July 1, 2024, and maturing within 25 years.

Bonds are backed by the full faith and credit of the state, with principal and interest exempt from state taxation and eligible for investment by state fiduciaries and financial institutions.
