Prohibits candidates, political committees, or other persons from publishing campaign materials containing the word "re-elect" or similar words unless the materials are for the current incumbent running for the same office they hold.

Defines "campaign materials" as any materials designed to influence voters for or against candidates, parties, or measures that are paid for by candidates, political committees, or independent expenditures requiring disclosure under campaign finance laws.

Defines "publish" to include making campaign materials available to the public through mail, telephone, electronic communications, Internet, software applications, printed materials, or other distribution means.

Requires all campaign materials to identify either the candidate approving the message, the person or organization paying for the publication, or the entity producing the materials.

Takes effect July 1, 2020.
