Expands the definition of "lobbying" to include attempting to influence procurement of materials, services, or construction by an agency, and promoting or attempting to influence the awarding of grants or contracts with any department or agency of the executive, legislative, or judicial branch of state or local government.

Broadens the definition of "lobbyist" to include any individual employed by or contracted with a private entity to provide consulting or similar services who also engages in lobbying activities, and any individual attempting to influence members or employees of governing authorities, county boards of supervisors, utility districts, water boards, sewer boards, or similar local boards.

Specifies that individuals meeting the expanded "lobbyist" definition do not qualify for exemptions under Section 5-8-7.

Takes effect July 1, 2020.
