Authorizes issuance of distinctive motor vehicle license tags to honorably discharged veterans who served in the U.S. Armed Forces between September 2, 1945, and December 26, 1991.

Requires an additional annual fee of $30.00 per distinctive license tag, in addition to all other taxes and fees, effective for registration years beginning July 1, 2020 or later.

Distributes the $30.00 additional fee as follows: $24.00 to State Veterans Affairs Board for State Veterans Memorial Cemetery and nursing homes, $1.00 to Mississippi Burn Care Fund, $2.00 to State Highway Fund, and $1.00 to special fund created in Section 27-19-44.2; county tax collectors retain $2.00 per tag for county general fund.

Requires applicants to present written evidence of military service, including a DD-214 form, military discharge document, or written certification from the State Veterans Affairs Board.

Sets replacement fee for lost or stolen distinctive tags at $10.00, with county tax collectors retaining five percent (5%) of the replacement fee.
