Allows sealed bids for bond sales by Mississippi political subdivisions to be submitted in electronic form, in addition to traditional paper bids.

Removes the requirement that banks issuing or certifying cashier's checks, certified checks, or exchanges for bidders' guaranties must be located in Mississippi.

Permits wire transfers as an alternative form of bidder's guaranty, in addition to cashier's checks, certified checks, or exchanges.

Exempts bond sales by the State Bond Commission and certain county project bonds from the section's requirements.
