Prohibits elected and appointed state officers from visually or audibly participating in public advertisements funded in whole or part with legislative appropriations.

Covered participation includes appearing in still or motion visual images, or having voice used in any advertising medium (television, radio, internet, film, newspaper, direct mail, outdoor advertising, etc.).

Allows state officers to participate in development, planning, and implementation of such advertisements provided their image and voice do not appear in the final public version.

Effective July 1, 2020, and codified as a new section in Chapter 1, Title 25 of the Mississippi Code.
