Increases the excise tax on cigars, stogies, snuff, chewing tobacco, smoking tobacco, and all other tobacco products (except cigarettes) from 15% to 22.5% of the manufacturer's list price.

Maintains the existing cigarette excise tax rate of 3.4 cents per cigarette with a maximum length of 120 millimeters.

Tax applies to sale, use, consumption, handling, or distribution of tobacco products in Mississippi, with the tax burden falling on the ultimate consumer or user.

Takes effect July 1, 2020.
