Amends Section 31-7-9 of the Mississippi Code to require the Office of Purchasing, Travel and Fleet Management to adopt regulations authorizing rural water associations to purchase commodities at the same state contract prices available to state agencies and governing authorities.

Allows rural water associations access to established state purchasing regulations, standards, specifications, and maximum fair prices currently used for public procurement.

Takes effect July 1, 2020.
