Amends the Higher Education Legislative Plan (HELP) Grant Program by removing specific unit requirements from the college preparatory curriculum (CPC) eligibility criteria for state university admission.

Requires students to complete high school course work that includes the College Preparatory Curriculum approved by the Board of Trustees of State Institutions of Higher Learning, without specifying the number of units needed.

Maintains all other eligibility requirements including: Mississippi residency, 2.5 minimum high school GPA, composite ACT score of 20 or higher, clean criminal record, and demonstrated financial need.

Allows the board to administer the program and promulgate rules for implementation, including procedures for waivers when required courses were unavailable at a student's school.

Effective July 1, 2020.
