Creates the "Prohibition on Price Gouging for Essential Drugs Act" and prohibits manufacturers and wholesale distributors from engaging in price gouging on essential generic drugs.

Defines "essential generic drug" as prescription drugs with expired exclusive marketing rights that appear on the World Health Organization's Model List of Essential Medicines or are designated as essential by the U.S. Secretary of Health and Human Services for treating life-threatening or chronic conditions.

Requires the Division of Medicaid and Department of Human Services to notify the Attorney General when an essential generic drug price increases 50% or more in wholesale acquisition cost or medical assistance program price within a one-year period.

Authorizes the Attorney General to request cost information from manufacturers, compel production of records, and institute proceedings in Hinds County Circuit Court to restrain violations, restore consumer money, and impose civil penalties up to $100,000 per violation.

Takes effect July 1, 2020.
