Creates new Section 37-7-103.1 prohibiting mandatory abolition or administrative consolidation of a school district in district transformation if the district is making satisfactory progress on corrective actions toward terminating the district transformation status.

Amends Section 37-17-6 to add language preventing the State Board of Education from recommending mandatory abolition or consolidation of a school district placed in district transformation due to a state of emergency if the district is taking satisfactory corrective action and progressing toward termination of emergency status.

Applies protections to school districts that have been placed under district transformation and are demonstrating satisfactory corrective action as determined by the State Board of Education.

Takes effect July 1, 2020.
