Authorizes municipal governing authorities to allow golf carts and low-speed vehicles to operate on designated public roads and streets within municipality corporate limits by ordinance.

Prohibits golf cart and low-speed vehicle operation on urban interstate highways, urban freeways and expressways, urban principal arterial streets, urban minor arterial streets, and Mississippi or U.S. Highways.

Requires operators to possess a valid driver's license or temporary driver's permit and proof of financial responsibility as defined in Section 63-15-1 et seq.

Mandates vehicle registration with the municipality upon payment of a reasonable administrative fee, presentation of proof of financial responsibility, and valid driver's license; registration decal must be displayed on left rear fender and remains valid as long as owner retains vehicle.

Amends Sections 27-19-3, 27-51-5, and 63-17-155 to exclude golf carts and low-speed vehicles from the definition of "motor vehicle" for purposes of state law; effective July 1, 2020.
