Removes limitations on counties and municipalities to regulate the carrying of firearms, allowing them broader authority to restrict firearms in specific locations such as public parks, government meetings, political events, and non-firearm-related athletic events.

Eliminates provisions that previously allowed concealed carry permit holders to enter certain buildings and locations, bringing the concealed carry law into alignment with more restrictive regulations on where firearms may be carried.

Maintains exceptions for firearm discharge regulations on private property, allowing counties and municipalities to regulate discharge only within their incorporated limits and not in extraterritorial areas or annexed lands after September 1, 1981.

Establishes enforcement mechanisms allowing citizens to challenge county or municipality ordinances that violate the law, with a 30-day cure period after Attorney General notification and potential civil liability of up to $1,000 plus attorney's fees for violating officials.

Takes effect July 1, 2020.
