Prohibits managed care organizations and coordinated care programs participating in Mississippi Medicaid from removing hospitals located in Alabama or Tennessee from coverage plans unless the hospital requests removal.

Requires managed care organizations to reimburse hospitals in Alabama or Tennessee for services provided to Mississippi residents at rates equal to or higher than rates paid to Mississippi hospitals for the same services.

Applies to all health maintenance organizations, coordinated care organizations, and provider-sponsored health plans paid on a capitated basis by the Division of Medicaid.

Amends Section 43-13-117 of the Mississippi Code of 1972 to add these protections for out-of-state hospitals serving Mississippi Medicaid beneficiaries.
