Removes the limit on the number of special motor vehicle license plates and windshield placards that may be issued to persons with disabilities that limit or impair the ability to walk, allowing issuance for any vehicle registered in the applicant's name instead of a maximum of two vehicles.

Changes physician certification renewal requirement from annually to biennial basis for special license plates and windshield placards, effective July 1, 2020.

Allows persons with personalized license tags (Section 27-19-48) who also have a disability that limits or impairs the ability to walk to obtain a special decal bearing the International Symbol of Access for placement on their personalized tag.

Expands parking enforcement provisions to include vehicles displaying the new special decal on personalized license tags as valid identification for disabled parking spaces.

Effective date of July 1, 2020.
