Authorizes issuance of general obligation bonds not to exceed $500,000 to fund furnishing, equipping, repairing, and renovating the Freedom House in Canton, Mississippi.

Creates the "2020 Freedom House Repair and Renovation Fund" within the State Treasury as a separate fund maintained by the State Treasurer, with unexpended amounts not lapsing into the General Fund.

Grants the State Bond Commission authority to determine bond terms including interest rates (within statutory limits), maturity dates (not exceeding 25 years), and redemption provisions, with bonds signed by commission chairman.

Establishes bonds as general obligations of Mississippi with full faith and credit pledge; any insufficient appropriated funds for debt service shall be paid by the State Treasurer from unappropriated state funds.

Exempts bonds and income from all state taxation and declares them legal investments for trustees, fiduciaries, savings banks, and insurance companies in Mississippi.
