Creates supplemental provisions to Section 99-5-9 of the Mississippi Code regarding cash deposit bonds, security, and surety requirements.

Establishes eligibility requirements for cash deposit bonds, including that the accused must have no prior felony convictions, no escape charges or convictions, and no previous bond default orders.

Requires accused persons to deposit 10% of the bond amount (minimum $250) in cash with the circuit clerk and sign a notarized affidavit confirming eligibility and authorizing disbursement for court costs, restitution, fines, attorney fees, and refunds in that order.

Defines "security" as cash, certified funds, or surety undertakings deposited with the clerk, and requires sureties (excluding professional bail agents) to file affidavits stating they own sufficient property in Mississippi equal to the bond amount, excluding exempt property and other outstanding bonds.

Takes effect July 1, 2020.
