Requires motor vehicle owners to maintain liability insurance coverage at minimum amounts specified under Section 63-15-3(j) before renewing a vehicle registration.

Mandates owners maintain continuous insurance coverage at minimum required amounts throughout the entire registration period.

Directs the Department of Revenue to promulgate rules and regulations to enforce insurance coverage requirements.

Prohibits county tax collectors from collecting penalties or verifying insurance coverage; limits their role to informing registrants of Department of Revenue requirements and processes.

Takes effect October 1, 2020.
