Authorizes issuance of up to $3,500,000 in state general obligation bonds to assist Pike County, Mississippi with earthwork grading costs at Gateway Industrial Park, including a 24-acre Mississippi Military Department McComb Readiness Center site.

Creates a special "2020 Pike County - Gateway Industrial Park Improvements Fund" within the State Treasury to receive and disburse bond proceeds for the authorized project costs.

Establishes that the State Bond Commission may issue the bonds at one time or over multiple occasions, with all bonds to be issued by July 1, 2024, and maturing within 25 years of issuance.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of principal and interest on the bonds, with any deficiency paid from unappropriated state funds.

Provides that any remaining funds in the special fund after project completion shall be applied to pay debt service on the issued bonds.
