Authorizes issuance of up to $1,500,000 in state general obligation bonds, with no bonds issued after July 1, 2024.

Creates "2020 Scenic Rivers Development Alliance Improvements Fund" to disburse bond proceeds for repairs, renovations, and improvements to parks, lakes, and facilities in five counties: Amite, Franklin, Pike, Walthall, and Wilkinson.

Specifies eligible projects including Ethel Vance Park (Amite County), Okhissa Lake (Franklin County), Bogue Chitto Water Park and Quail Hollow Golf Course (Pike County), Lake Walthall and related facilities (Walthall County), and Clark Creek Trail and related sites (Wilkinson County).

Grants State Bond Commission authority to issue, sell, and manage bonds with terms up to 25 years, interest rates not to exceed statutory limits, and redemption options at the state's discretion.

Pledges full faith and credit of the State of Mississippi for bond repayment; bonds are tax-exempt and constitute legal investments for state fiduciaries and financial institutions.
