Authorizes the State Bond Commission to issue up to $10,000,000 in general obligation bonds to fund vocational and technical education improvements in Mississippi public school districts, with issuance deadline of July 1, 2024.

Creates the "2020 Public School Vocational and Technical Education Fund" within the State Treasury to receive bond proceeds and disburse funds to eligible school districts.

Requires school districts to submit written applications to the State Board of Education including the amount requested, detailed description of improvements needed, justification with enrollment documentation, and evidence of program success in student employment.

Allows funded improvements to include expanding facilities, upgrading or replacing equipment, purchasing new equipment for emerging industries, training instructors, and hiring additional vocational education teachers.

Requires the State Board of Education to adopt rules and regulations governing the application process and criteria for approving allocation requests.
