Authorizes the State Bond Commission to issue up to $1,500,000 in general obligation bonds to assist Holmes County, Mississippi with repair and renovation costs of the Holmes County Courthouse.

Creates a special fund called the "2020 Holmes County Courthouse Repair and Renovation Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for the courthouse project.

Bonds must be issued by July 1, 2024, with maturity dates not exceeding 25 years from issuance, and may be sold through sealed bids at public sale or negotiated sale.

Bonds are backed by the full faith and credit of the State of Mississippi, with principal and interest payments guaranteed by the state if appropriated funds are insufficient.

Any remaining funds after project completion shall be applied to pay debt service on the bonds, and bonds are exempt from Mississippi state taxation.
