Requires the State Board of Education and Mississippi Community College Board to enter into an articulation agreement for career technical education programs with transferable credit from secondary to postsecondary instruction.

Mandates local school districts collaborate with community colleges to develop guidelines and administer career and technical education courses that transfer between high school and college.

Articulation agreement must establish program duration, payment terms and cost responsibility, specify which career and technical programs are offered, and allow modifications based on occupations identified as highest need by the State Workforce Investment Board.

Requires annual reports to the State Workforce Investment Board (by July 1 each year) detailing student participation numbers, community colleges involved, courses offered, instruction costs, and certifications awarded.

Takes effect July 1, 2020.
