MS HB35

Requires the Mississippi Community College Board to develop a class registration system giving permanent state residents first option to register for academic courses before nonresident students.

Requires the Board of Trustees of State Institutions of Higher Learning to implement the same priority registration system for state universities.

Defines eligible Mississippi residents as those presently enrolled in postsecondary institutions, recent graduates of public or private secondary schools, or home-school program graduates in the state.

Allows registration to open for nonresident students only after all eligible Mississippi residents have been afforded the opportunity to register for their anticipated courses.

Effective date: July 1, 2020.
