Allows motor vehicles branded as salvage to be repaired or rebuilt in another state and inspected by the Department of Public Safety in the same manner as vehicles repaired in Mississippi.

Authorizes the Department of Public Safety and Department of Revenue to jointly or separately adopt rules and regulations necessary to implement the out-of-state repair and inspection process.

Makes technical amendments to Section 63-21-39 regarding salvage vehicle title procedures, including clarifying references to paragraphs and correcting grammatical language.

Brings forward Section 63-21-15 (vehicle title application requirements) for possible amendment without substantive changes in this bill.

Effective date: July 1, 2020.
