Removes the five-day requirement that a vehicle must be left on real property without permission before the owner becomes liable for towing and storage charges.

Requires towing companies to report vehicles to local law enforcement within 24 hours and notify owners and lienholders by registered mail within 10 days of the initial tow.

Allows towing companies to sell vehicles at public auction if charges are not paid within 30 days, with excess proceeds held for six months before going to the county general fund.

Adds an exception allowing wrecker services and automobile repair businesses to sell motor vehicles that are legally being held for sale as merchandise, even if not titled in their names.

Takes effect immediately upon passage.
