Amends Section 63-17-74 of Mississippi Code to add an exception allowing wrecker services and automobile repair service/businesses to sell motor vehicles that are not titled and registered in their names if the vehicles are legally being held for sale as merchandise.

Existing law already permits sales by heirs, licensed motor vehicle dealers, scrap metal processors, parties under the Mississippi Title Pledge Act, insurance companies, and finance companies or banks.

Violations remain a misdemeanor offense punishable by a fine of not less than $1,000 and not more than $5,000 per violation.

Local and state law enforcement agencies retain jurisdiction to enforce this section.

The act takes effect upon passage.
