Amends Section 47-7-4 of the Mississippi Code to prohibit offenders convicted of capital murder from being placed on conditional medical release by the Commissioner and Medical Director of the Department of Corrections.

Offenders convicted of sex crimes remain prohibited from conditional medical release, joining capital murder offenders as ineligible categories.

Conditional medical release continues to require the Medical Director to certify that the offender has a significant permanent physical medical condition with no possibility of recovery, that continued incarceration serves no rehabilitative purpose, and that the state would incur unreasonable expenses.

Nonviolent offenders who are bedridden may still be placed on conditional medical release regardless of time served, with the state bearing no responsibility for medical costs incurred after release.

The act takes effect July 1, 2020.
