Establishes a Commission to Redesign the Mississippi State Flag tasked with developing two design options for a new state flag by January 1, 2021, with the Legislature to choose between them during the 2021 Regular Session.

Commission membership consists of 17 members: 3 House members appointed by the Speaker, 3 Senate members appointed by the Lieutenant Governor, and 11 members appointed by the Governor including high school students, educators, representatives from business and arts organizations, and Board of Trustees members.

Prohibits both flag design options from including the Confederate Battle Flag.

Commission shall hold public meetings, accept written and oral public comment, consult with experts, keep public minutes, and submit written recommendations with optional oral presentation to the Governor, Lieutenant Governor, and Speaker of the House.

Current state flag remains in use until the Legislature acts on the commission's recommendations; commission members receive no compensation but may be reimbursed for mileage and actual expenses.
