Creates a special fund designated the "Mississippi Highway Safety Patrol Fund" in the State Treasury to pay for uniforms, automobiles, equipment, and training for Highway Safety Patrol members.

Increases state assessments on traffic violations, implied consent law violations, game and fish violations, and other misdemeanors and felonies by 10% to fund the new Highway Safety Patrol Fund.

Specific new assessments include $9.05 per traffic violation, $24.35 per implied consent violation, $8.90 per game and fish violation, $12.18 per other misdemeanor, and $28.05 per felony.

Fund receives money from court assessments, legislative appropriations, interest earned, federal grants, and donations, with unexpended amounts not lapsing into the General Fund.

Effective date is July 1, 2020.
