Revises Section 31-7-13 of Mississippi Code to differentiate between state agencies and governing authorities regarding use of reverse auctions for purchases over $50,000.

Requires state agencies to obtain approval from the Public Procurement Review Board if they determine reverse auctions are not in their best interest, and mandates submission of detailed written explanations for the alternative bidding process.

Requires governing authorities to obtain approval from their governing board if they determine reverse auctions are not in their best interest, and mandates findings be placed in official minutes explaining the rationale.

Prohibits use of reverse auctions for any public contract involving design or construction of public facilities, including buildings, roads, and bridges.

Becomes effective July 1, 2020.
