Prohibits elected and appointed state officers from visually or audibly participating in public advertisements funded in whole or part by legislative appropriations

Participation ban includes appearing in still or motion images and use of the officer's voice in any advertising medium (television, radio, internet, film, newspaper, direct mail, outdoor advertising, etc.)

Allows officers to participate in development, planning, and implementation of legislatively-funded advertisements as long as their image and voice do not appear in the final public advertisement

Becomes effective July 1, 2020
