• Requires all public buildings under state or political subdivision control, and private/commercial businesses open to the public for assembly or amusement, constructed on or after July 1, 2020, to have at least one restroom facility with an adult changing station for persons with physical disabilities.

• Mandates existing buildings constructed before July 1, 2020, to install and maintain an adult changing station by January 1, 2023.

• Specifies adult changing station requirements including a table with 400-pound weight capacity, minimum 72 inches long by 18 inches wide, mounted at least 18 inches high, with conspicuous signage and space for a wheelchair and caregiver.

• Defines "place of public assembly or amusement" as auditoriums, convention centers, exhibition halls, amusement parks, sports arenas, or theaters with minimum 500-person occupancy capacity.

• Takes effect July 1, 2020.
