Amends Mississippi Code Section 63-3-501 to require the Mississippi Transportation Commission to set speed limits at seventy (70) miles per hour on the Interstate Highway System and controlled access highways with four (4) or more lanes.

Prohibits the Transportation Commission and any governmental entity from reducing speed limits below seventy (70) miles per hour on Interstate highways and controlled access highways with four (4) or more lanes.

Allows governmental entities operating toll roads to establish maximum speeds up to eighty (80) miles per hour on those toll roads.

Maintains the general statewide speed limit of sixty-five (65) miles per hour for other highways.

Takes effect July 1, 2020.
