Creates the "Mississippi Veterans Cemetery Perpetual Care Fund" in the State Treasury to be used for administration, renovation, maintenance, and operation of Mississippi Veterans Cemeteries.

Establishes the fund as a special trust fund with principal remaining permanently intact and not lapsing into the State General Fund at fiscal year-end.

Allows expenditures from interest and investment earnings by requisition from the Executive Director of the Mississippi Veterans Affairs Board for cemetery administration and maintenance.

Permits expenditures from principal only after the Governor declares an emergency and/or special need recognized by the Mississippi Veterans Affairs Board.

Fund principal shall consist of an initial transfer of Mississippi Veterans Affairs Board monies and funds transferred under House Bill 1034 from the 2020 Regular Session; effective July 1, 2020.
