Creates a "Mississippi Veterans Home Perpetual Care Fund" in the State Treasury for administration, renovation, maintenance, and operation of Mississippi Veterans Nursing Homes.

Fund principal of $6,000,000 shall be transferred by the Mississippi Veterans Affairs Board and remain permanently intact, with interest and investment earnings credited to the fund.

Expenditures from interest and investment earnings may be made upon requisition by the Executive Director of the Mississippi Veterans Affairs Board; principal withdrawals require a gubernatorial emergency declaration affirmed by the Veterans Affairs Board.

Fund is designated as a special trust fund that does not lapse into the General Fund at fiscal year end and may receive additional appropriations and allocations at the discretion of the Veterans Affairs Board.

Effective July 1, 2020.
