• Amends Section 31-7-13 of Mississippi Code to require state agencies and governing authorities to justify deviations from reverse auction bidding procedures for purchases over $50,000.

• State agencies must submit detailed explanations to the Public Procurement Review Board for approval if reverse auctions are not in their best interest, and governing authorities must document findings in their minutes.

• Authorizes alternative bidding methods (sealed envelopes, secure electronic systems, or other competitive methods) only after approval by the Public Procurement Review Board for agencies or governing body for local authorities.

• Prohibits reverse auctions for public contracts involving design or construction of public facilities including buildings, roads, and bridges.

• Requires the Public Procurement Review Board to approve any state agency contract entered into using alternative bidding processes; effective July 1, 2020.
