Creates Section 17-25-11.1 to allow certified law enforcement officers employed by counties or municipalities to wear official uniforms, carry official firearms, and use official vehicles while performing volunteer services for churches, community clubs, or social events during off-duty hours, with individual approval required from governing authorities or sheriffs.

Requires that volunteer service use be approved on an employee-by-employee basis only after determining the service will not bring disrepute to the jurisdiction or law enforcement generally and promotes public interest.

Makes the employing county or municipality responsible for all expenses, losses, and attorney's fees resulting from the officer's actions during approved volunteer service.

Amends Section 45-9-131 to allow retiring law enforcement officers from municipal, county, or state agencies and spouses of officers killed in the line of duty to retain one issued sidearm as personal property upon request, provided funds are available.

Brings forward Section 17-25-11 to codify existing authority for officers to wear uniforms and carry firearms while performing private security services during off-duty hours, with private employers required to indemnify the jurisdiction for any resulting costs or liabilities.
